Abstract:

Artykuł dotyczy podstawowych założeń polityki mieszkaniowej realizowanej w Paryżu oraz jej wpływu na rozmieszczenie grup społecznych w przestrzeni miasta. Głównym celem tej polityki jest zwiększenie liczby mieszkań o regulowanym czynszu (socjalnych), przeznaczonych dla gospodarstw domowych o średnich i niskich dochodach oraz wspieranie różnicowania społecznego. W artykule zweryfikowano hipotezę dotyczącą wzrostu udziału niższych kategorii społecznych wśród lokatorów socjalnych w Paryżu wraz ze wzrostem udziału tych mieszkań w jednostkach przestrzennych w 1990 i w 2010 r. Pomimo przyjętych celów polityki mieszkaniowej, przyrost liczby mieszkań socjalnych w Paryżu nie niweluje ich nierównomiernego rozmieszczenia w przestrzeni miasta. Postawiona hipoteza została pozytywnie zweryfikowana w 1990 i 2010 r.: im wyższy był udział mieszkań socjalnych w jednostkach przestrzennych, tym wyższy udział robotników, a także rzemieślników i osób na emeryturze wśród lokatorów mieszkań o regulowanym czynszu. Ponadto zaobserwowno, że w 2010 r. średnie i wyższe kategorie społeczno-zawodowe były silniej reprezentowane wśród lokatorów mieszkań socjalnych niż w 1990 r., a w rejonach o najniższym udziale mieszkań socjalnych stanowili oni prawie jedną czwartą lokatorów.
