 abstract={The political situation in Russia and Belarus in the first years after the collapse of the USSR was not conducive to enhancing cooperation. Economic factors in the case of Belarus, and geopolitical ones in the case of Russia, both determined the character of bilateral relations over the past two decades. This study discusses the foreign policy of Belarus in the years 1991‑2014, especially that relating to its most important neighbour, which undoubtedly was the Russian Federation. These were crucial formative years for the mutual relations between the two countries, founded on political and economic interests which both Moscow and Minsk defined autonomously.},
