His “Refl ections” were a proposal of the new arrangement of Polish aff airs in relations with Russia submitted by the chancellor to Rzyszczewski. Małachowski wrote that although Russia had always wanted to maintain peace in Poland and observe the laws, it was portrayed by supporters of France as a force using violence.
