Abstract:

The second ·part of this paper briefly reviews an examination (in progress) of science and technology policy, undertaken from a national (as opposed to regional) perspective, from which an essentially negative responsę to the second question in the title is derived. The first part of the paper, in contrast, is explicitly focused on issues of regional (not science-cum-technology) policy and constitutes a partial response to the generał flow of the Warsaw conference at which it was presented.
