Abstract:

The presented historical source is a document revealing helplessness of the tsarist bureaucracy in face of complex national and denominational relations in the Western guberniyas of Russia which formerly belonged to the territory of the Grand Duchy of Lithuania. Trying to restrict the rights of Polish landowners to administer their landed properties after the fall of the January Uprising (1863), the tsarist authorities had to define “a person of Polish origin” and determine the features characteristic of such persons and distinguishing them from other landowners. A report titled “Who should be considered to be ‘a person of Polish origin’?”, prepared in 1910 by the head of the VII Section of the Department of General Matters of the Ministry of Internal Affairs, is a testimony to the fact that fifty years after the fall of the uprising the Russian authorities were unable to precisely determine their repressive actions.
