An important step in military preparations was, among other things, the setting up of projects concerning the organisation of sea (Baltic) expeditions in 1861 and 1863, aimed at supplying Lithuania with weapons, ammunition and volunteers wishing to participate in the national liberation uprising. In 1861, a sea expedition did not come to fruition, among other things due to the reluctance of France and England to actively engage in Polish affairs. However, that doesn’t mean the project has been abandoned. Preparations for the expedition (determining the purpose of the expedition, selecting a commander, recruiting a group of volunteers, chartering a ship and loading it with weapons and military equipment, Prussia’s and Russia’s attitude towards the planned venture, embarking the expedition participants, sailing of the ‘Ward Jackson’) began in 1863 when the January Uprising was already underway.
